What is an FMO?

A field marketing organization sits between insurance carriers and independent agents. It holds the top-of-hierarchy contracts, and agents contract with carriers through it.

The short answer

An FMO (field marketing organization) is the top of an insurance carrier’s agent hierarchy. Carriers do not contract with thousands of independent agents one at a time; they contract with FMOs, and agents and agencies contract with the carrier through the FMO. The FMO handles contracting, certification tracking, commissions questions, training and marketing support for the agents under it.

IMO (independent marketing organization) and NMO (national marketing organization) are the same idea under different carrier names. Some carriers call their top level an SMO (senior marketing organization). Below the FMO are agencies at SGA, MGA and GA levels, then street-level agents.

How an FMO is paid

Street-level agents are paid the base commission directly by the carrier, up to the maximum CMS sets each year ($725 initial and $363 renewal for Medicare Advantage nationally in 2027). The FMO and the agencies in the hierarchy are paid an override on each application written under them. The override is separate money; it does not come out of the agent’s street-level commission.

Is an FMO the same as an IMO?

For practical purposes yes. FMO, IMO and NMO are different carrier names for the organization at the top of the agent hierarchy that holds the direct carrier contract.

Does an FMO take part of my commission?

Not at street level. The carrier pays the agent the CMS base commission directly. The FMO and the agencies above you are paid overrides, which are separate from your commission. Topflight pays on behalf of a carrier only when the carrier’s system makes that the easier route.

Do I have to build a downline to work with an FMO?

No. Plenty of Topflight agents produce for themselves without running a downline, and there is no expectation that you build one. Overrides come with the obligation to train and support the agents under you.

How do I know if an FMO is a good one?

Ask for its release policy in writing, whether you own your book from day one, whether contracts are street level and paid by the carrier, who answers when a commission is missing, and what training is delivered live each week.
